As commercial insurance placement continues to involve complex workflows, fragmented systems, and repeated manual handoffs, brokers and carriers are increasingly looking to AI to accelerate submissions, improve risk matching, and simplify underwriting. Bold Penguin is addressing these challenges with DeX ai, an intelligence layer for its Digital Exchange that combines a decade of transaction data with AI-powered submission processing, market intelligence, and coverage analysis to help move commercial risks from intake to bind. The platform also enables partners to connect their own systems and AI agents through APIs, an MCP server, and agent-to-agent integrations. In an exclusive conversation with AI Reporter America, Bold Penguin discussed how DeX ai is helping modernize commercial insurance placement by reducing manual work, improving carrier matching, and enabling more connected, automated workflows while maintaining transparency and human oversight.
1. What drove Bold Penguin to launch DeX ai as the intelligence layer behind its Digital Exchange?
We built DeX ai to take a commercial submission all the way from intake to bind. Brokers bring risk in, carriers bring appetite and capacity, and the submission keeps moving across admitted and E&S markets until it binds. Doing that well requires intelligence at every step: reading the risk, knowing which carriers will actually write it, and clearing the path to quote and bind. DeX ai is that intelligence, and it is trained on what our Digital Exchange has seen over the past decade. The exchange facilitated $12.45 billion in premium over the last 12 months, handles more than 735,000 middle market and complex submissions a year, and counts eight of the 10 largest US commercial carriers among those transacting on it. In September we gave carriers, brokers, and platform partners the option to connect their own systems and agents to DeX ai directly, through APIs, an MCP server, and agent-to-agent connections. We paired the launch of DeX ai with a new brand identity and a redesigned boldpenguin.com.
2. How does DeX ai match insurance risks with the carriers most likely to quote?
DeX ai ranks carriers on what they actually quote rather than on what their appetite guidelines say. Our Market Intelligence models are trained on a decade of market transactions and more than 7 billion real submission data points, drawn from the quote, decline, and bind outcomes on the exchange. They operate within each carrier's own eligibility and appetite settings, and the ranking is built for the specific risk, so the same class of business in the same state can return a different order depending on the details of the account. DeX ai can also estimate a carrier's likelihood to quote from a subset of questions, sparing the broker the time and effort of working through each carrier's full question set up front. Carriers receive submissions that match their appetite, and brokers stop spending time on avoidable declines.
3. What sets DeX ai apart from traditional submission and underwriting tools?
Most tools address a single step in the process. DeX ai is the intelligence layer running the entire Digital Exchange: Submission Ingestion, Market Intelligence, Market Access, and Coverage Intelligence. It reads the submission into structured fields, identifies the carriers most likely to write the risk, and provides access to admitted and E&S markets without requiring an appointment. On the coverage side, it compares policy language clause by clause, analyzes the tower, and generates the broker proposal. DeX ai was built by people who have priced risk, run underwriting operations, led coverage litigation teams, and served as CEOs and CTOs of commercial insurance organizations.
4. How does AI reduce manual work between submission, quote, and bind?
Most of the manual work in placement is rekeying, chasing missing information, and reconciling data that does not agree. DeX ai handles each of those as the submission arrives. Submissions come in as email, PDF, ACORD forms, or exports from an AMS or CRM, and DeX ai ingests and organizes each into structured fields. In a typical broker flow, an enrichment agent builds out the risk from more than 50 third-party data sources, and a critique agent audits it for completeness and conflicts between sources. The broker resolves anything flagged, Market Intelligence matches the risk to the right market, and the broker can quote, bind, pay, and issue in the same session, with surplus lines filing handled on E&S risks. Simple risks bind without anyone touching them. Complex risks reach an underwriter with the full picture already assembled. The result is a process that runs from intake to bind with minimal handoffs.
5. How do APIs, MCP, and agent-to-agent connections enable AI-driven insurance workflows?
Every capability built into the platform is now available as digital infrastructure, either fully orchestrated or as discrete callable agents. Partners connect in three ways:
In each case the partner keeps its own system or agent and gains the exchange's intelligence underneath it, so a workflow that used to stop at a handoff can continue through to bind. The first agent-to-agent bound policy was completed with Thimble, where the two companies' AI agents quoted, bound, and paid without human intervention.
6. How does Bold Penguin keep DeX ai decisions transparent, secure, and auditable?
DeX ai shows its work. Every recommendation carries a reasoning log, and every decline leaves a documented path that can be handed to an examiner. Data is handled the same way. Enriched fields carry a confidence score, and when two sources conflict, DeX ai does not select one without oversight. The broker sees both values, their sources, and their confidence levels, and the broker's decision becomes the value of record. Control remains with the parties who own the risk. Carriers define and maintain their own appetite and routing rules, and on agent-to-agent workflows, partners determine where a person must intervene.
7. How could DeX ai reshape commercial insurance placement and underwriting?
Commercial placement has always been a chain of handoffs. We see it becoming a single process, with the submission carried from intake to bind on one infrastructure. DeX ai learns from every risk the exchange places and becomes sharper with each one. Carriers receive complete submissions routed on observed market behavior, brokers see fewer declines they could have seen coming and a faster path to quote and bind, and underwriters spend their time on the accounts that call for judgment. As carriers, brokers, and platform partners connect their own systems and agents to DeX ai, more of the work between submission and bind happens without rekeying or waiting on the next party. DeX ai is available now to brokers and carriers on the Bold Penguin platform.
